ADUs over the garage
Garage-Top and Two-Story ADUs for Palisades Lots
Stacking a unit over the garage keeps the ground floor for cars or storage and puts the living space up where the light and, on many Palisades lots, the views are. It also takes the most engineering of any ADU type.
Why Palisades Owners Build an ADU Above the Garage
Ground is the scarce resource on most Palisades lots. On a narrow Alphabet Streets parcel, the backyard may be too shallow for a cottage plus usable outdoor space. On a Marquez Knolls or El Medio Bluffs lot, the only level ground may already be covered by the garage and driveway. Building up leaves the yard alone.
Height has a second payoff here. A second-floor unit can catch an ocean or canyon view that a ground-level cottage behind a fence would never see, which matters to anyone weighing rental appeal or simply where a parent would enjoy living. The tradeoff is that views work both ways, so window placement toward neighbors gets real thought.

Height Limits for Two-Story ADUs in Pacific Palisades
Height turns on one question: is the garage connected to the house? Build over an attached one and the result counts as an attached ADU, which state law lets climb to 25 feet unless the zone's limit is lower, with a second story as the most the City is required to approve.
A unit over a detached garage is a detached ADU, and the state minimum there is only 16 feet, rising to 18 near qualifying transit. That floor is often too low for two full stories, so the City of Los Angeles height standards for your zone decide the outcome. On hillside-designated lots, LA measures height in relation to the slope, which can tighten or loosen the envelope. We model the building against those limits before any design time is spent on finishes.
Structural Work for an ADU Over an Existing Garage
Few garages were framed with a second floor in mind. Adding one usually means new or enlarged footings, steel or engineered posts, shear walls to resist earthquake loads, and a new floor framing system. Sometimes it is simpler and cheaper to demolish the old garage and build a new two-story structure than to reinforce the existing one, and we price both paths.
The stair is the other design decision that shapes everything. An exterior stair saves interior space but has to meet fire-zone material rules, while an interior stair costs floor area on both levels. The upper floor also has to meet current setbacks, since only the existing ground-floor footprint benefits from its age.
- New footings or full garage replacement
- Shear walls and engineered floor framing
- Interior or exterior stair with rated materials
- Current setbacks on the new upper floor

Two-Story ADUs on Palisades Fire-Rebuild Lots
On lots cleared by the 2025 fire, there is no old garage to reinforce. A new garage with a unit above can be designed from scratch to current codes, placed where it makes sense on the lot and built with the rebuilt house or ahead of it. City Planning does not count the ADU against the replacement home's floor area, so the stacked unit does not shrink the main house.
Fire-zone detailing gets more involved on a two-story structure. Balconies, exterior stairs and the underside of any overhang need ignition-resistant construction, and eaves are enclosed. Upper-floor decks facing a canyon get extra attention because that is where wind-driven embers tend to collect.
Reasons to Stack an ADU Over a Palisades Garage
Keeps Garage Parking and Storage
The garage stays a garage. On streets where curb parking is tight, keeping covered spaces can matter to the household, to tenants and to the neighbors who share the block.
Upper-Floor ADU Views and Light
Raising the living space above fences and hedges brings in more daylight and, depending on the lot, a view toward the ocean or the canyon. That is a real draw for both family members and long-term tenants.
Two-Story ADU Saves the Yard
The unit shares a footprint with the garage, so the garden, play space or pool area stays intact. On smaller lots near the Village this is often the deciding factor.
Separation From the Main House
An upstairs unit with its own stair has a strong sense of independence. Occupants come and go without passing the main house's windows, which suits renters and adult children alike.

FAQs
Garage-Top ADU FAQ, Pacific Palisades
Will the City let me put a unit over my Palisades garage?
Often yes, if the City's height limits for your zone allow a second story and the structure can be reinforced or rebuilt. We check height, setbacks and structure before you commit to design.
How tall can a two-story ADU be?
Over an attached garage, state law allows up to 25 feet or the zone's limit, whichever is lower. Over a detached garage, the state minimum is 16 feet, so the City's zoning and hillside rules set the real limit.
Is it cheaper to reinforce my garage or rebuild it?
It depends on the existing foundation and framing. Older garages often have shallow footings that need extensive work. We compare both approaches during feasibility so you can choose with real numbers.
Do neighbors get a say in an above-garage ADU?
ADU permits in California are ministerial, meaning no public hearing. Neighbors do not vote on it, though an HOA may have its own design review, and we design window placement with privacy in mind.
