Sunset Mesa ADUs
ADU Builder in Sunset Mesa
Sunset Mesa is a small community on a bluff above Pacific Coast Highway, between the Palisades and Topanga Canyon. It has a Malibu mailing address, but its ADUs are permitted by Los Angeles County.
Sunset Mesa ADU Permits Come From LA County
This is the one area we serve where the City of Los Angeles is not in charge. Sunset Mesa is unincorporated, so neither LA City departments nor the City of Malibu issue its permits, despite the Malibu address. Zoning and coastal questions go to the County's Department of Regional Planning, building permits to County Public Works, and fire review to the County Fire Department.
That difference has practical effects. The City's Palisades rebuild orders, including the bluff-setback exemption and the SB 9 suspension, are City of Los Angeles orders and do not govern Sunset Mesa. The County has its own ADU ordinance and procedures. State ADU law applies to the County just as it does to cities, including the 60-day review clock and the limits on parking and impact fees.

Coastal Review for Sunset Mesa ADUs
Perched above the highway and the ocean, Sunset Mesa is within the California Coastal Zone. An ADU here may need coastal review from the County, and on some parcels the Coastal Commission may be involved. We confirm each lot's coastal status and the right approval sequence before design begins.
Bluff-top lots also need geologic attention. Setbacks from the bluff edge, slope stability and drainage all matter. A geotechnical report usually guides where a foundation can go and how runoff should be handled so it does not erode the bluff below.
- County coastal review where required
- Bluff-edge setbacks and geotechnical report
- Drainage carried away from the bluff
- Coastal Commission involvement on some parcels
Utilities and Fire Rules in Sunset Mesa
Utility service differs from the City side of the line. LADWP serves the Palisades, but Sunset Mesa sits outside the City, so electricity and water come from other providers with their own upgrade processes. We confirm early which agencies serve the lot, whether it connects to a sewer or an onsite system, and what capacity is available.
Fire hazard maps in the coastal hills near Topanga include high-hazard designations, and we check the CAL FIRE map for each parcel. Where a fire zone applies, ADUs need wildfire-resistant roofing, vents, siding and decks, plus defensible space around the structure.

ADU Types That Suit Sunset Mesa Lots
Because bluff setbacks and coastal rules can tighten the buildable area, Sunset Mesa ADUs often start with existing space. Turning a garage into a unit, or carving a junior ADU out of the home, avoids pouring new footings near the edge. Where there is room set back from the bluff, a compact detached unit can work.
State law gives every single-family lot here the same baseline as anywhere in California: room for an 800-square-foot unit only 4 feet from the side and back property lines, a junior unit capped at 500 square feet, and no owner-occupancy requirement to build or rent.
Rental plans work the same way they would across the line in the City. Leases must run longer than 30 days for a junior ADU, and the County cannot make you live on site to rent a regular ADU. For owners in a small coastal enclave with few rentals, a long-term tenant in a well-built unit can be a steady arrangement.
ADU Options for Sunset Mesa Lots
Garage Conversion ADU
Converting an existing garage adds a unit without new foundations, which helps on bluff-top lots where new footings need geologic review.
Junior ADU in a Mesa Home
Setting aside up to 500 square feet within the existing home creates a second dwelling with no grading and little visible change from the street.
Detached ADU Set Back From the Bluff
Where the lot allows, a compact detached unit away from the edge offers privacy and ocean light.
Attached Ocean-View ADU
Extending the house keeps the unit on stable ground near utilities, with views toward the water.

FAQs
Questions About Sunset Mesa ADUs
Does the City of Malibu permit ADUs in Sunset Mesa?
No. Despite the Malibu mailing address, Sunset Mesa is unincorporated Los Angeles County, and the County handles ADU permits.
Do the Palisades fire-rebuild orders apply in Sunset Mesa?
No. Those are City of Los Angeles orders. Sunset Mesa follows Los Angeles County rules and procedures.
Will my Sunset Mesa ADU need coastal review?
It may. The community is in the Coastal Zone, and coastal review by the County, and sometimes the Coastal Commission, can apply.
Does state ADU law apply in unincorporated areas?
Yes. Counties must follow state ADU law, including the 60-day review clock, parking limits and impact fee exemptions for smaller units.
How long does LA County take to approve a Sunset Mesa ADU?
The same state clocks bind the County: 15 business days to say whether the application is complete, then 60 days to act on a complete one when a home is already on the lot. Coastal review and geology questions can add time before that clock starts.
