ADU Builder in Palisades Highlands
Palisades Highlands is a master-planned community begun in the 1970s in upper Santa Ynez Canyon, beside Topanga State Park. Its HOAs, gates and wildland edge shape every ADU project here.
HOA Rules and ADUs in Palisades Highlands
Much of the Highlands is organized into associations, several of them gated. Each has CC&Rs and architectural guidelines that can cover materials, colors, roof forms, landscaping and construction hours. City Planning itself acknowledges that associations here often control design, even though the City has never adopted its own design code for single-family rebuilds.
California law limits how far an HOA can go. Since 2020, CC&Rs that prohibit or unreasonably restrict ADUs and junior ADUs on single-family lots are not enforceable. Associations can still apply reasonable design rules. We read your association's documents early and plan a submittal that respects them, so HOA approval and the City permit move in parallel.

ADUs in Planned Highlands Tract Homes
Because the Highlands was built as a planned community, many homes share similar floor plans, lot sizes and garage placements. That makes some ADU approaches repeatable. An attached garage that converts to a unit, a ground-floor bedroom wing that becomes a junior ADU, or a side yard that holds a compact detached cottage may work on many lots within the same tract.
Interior options are often the easiest to get through both the HOA and the City. Carving a junior unit of 500 square feet or less out of the house changes little on the exterior, perhaps a new door and a landing. Converting an attached garage keeps the building's footprint and roofline the same.
- Junior ADU inside the existing house
- Attached garage converted to a unit
- Compact detached cottage where yards allow
- Exterior changes kept within HOA guidelines
Building Next to Topanga State Park
The Highlands backs onto wildland, with Topanga State Park rising above it. That edge matters for fire. The neighborhood is in a Very High Fire Hazard Severity Zone, and the 2025 fire burned through much of it. Any ADU here is built with ember-resistant vents, a Class A roof, siding and decks that resist ignition, and cleared, maintained ground around the unit.
The layout of the canyon also matters during construction. Palisades Drive is the main route in and out, so deliveries, cranes and debris hauling need scheduling, especially with many neighbors rebuilding at the same time. Gated communities may have their own rules for contractor access and hours.

Who Permits ADUs in Palisades Highlands
The Highlands is within the City of Los Angeles, so LADBS issues the building permit and the City's ADU ordinance applies. Hillside rules, soils reports and grading permits come into play on sloped lots. The Fire Department reviews access and sprinklers where needed, and LADWP handles electrical and water service.
For lots affected by the fire, the City's rebuild orders allow ADUs with or before the replacement home. SB 9 is not available in the burn area, so the ADU is the way to add a second unit.
ADU Options for Palisades Highlands Lots
Junior ADU With Light HOA Impact
A JADU inside the house adds a unit with few visible exterior changes, which usually makes association review straightforward.
Attached Garage Conversion ADU
Many Highlands homes have attached garages. Converting one keeps the footprint and roofline the same, and the lost parking does not have to be replaced.
Detached ADU on Larger Highlands Lots
Where a usable yard exists, a compact detached unit gives full separation. It is designed to match the house and meet the HOA's material rules.
Rebuild-Integrated ADU
On lots that burned, the ADU can be designed with the new home and built first, giving the family a place to live during the rebuild.

FAQs
Palisades Highlands ADU Questions
Can my Highlands HOA stop me from building an ADU?
California law makes CC&Rs that prohibit or unreasonably restrict ADUs unenforceable. An HOA can still apply reasonable design standards, so we plan for its review.
Which agency permits ADUs in the Highlands?
Los Angeles, via LADBS. The Highlands is a City of LA neighborhood rather than a separate jurisdiction.
What fire rules apply to a Highlands ADU?
The Highlands is in a Very High Fire Hazard Severity Zone next to Topanga State Park. ADUs need wildfire-rated roofing, vents, siding and decks, plus defensible space.
Is a junior ADU allowed in a gated community?
Yes. A JADU is inside the existing house, so it typically needs only minor exterior changes. The HOA may review those changes.
Can I convert my attached garage into an ADU in the Highlands?
In most cases, yes. The conversion keeps the building's footprint and roofline, state law does not require the lost garage spaces to be replaced, and the association typically reviews only the new garage-door infill, windows and entry. We check the CC&Rs for any parking rules of their own.
